About Sendai Framework Voluntary Commitments
The Sendai Framework for Disaster Risk Reduction 2015-2030 was adopted by UN Member States on 18 March 2015 at the Third UN World Conference on Disaster Risk Reduction (WCDRR) in Sendai City, Miyagi Prefecture, Japan.
The Sendai Framework recognizes that the State has the primary responsibility to reduce disaster risk, but it also underlines the shared responsibility of other stakeholders including local government, the private sector, academia and civil society. UNDRR has been tasked to support the implementation, follow-up and review of the Sendai Framework.
The Voluntary Commitments initiative, was developed in response to the General Assembly resolution 68/211 (2013) and launched in the lead-up to the World Conference for Disaster Risk Reduction (WCDRR) in March 2015 to support the development of partnerships at all levels to implement the Sendai framework.
The modalities of the Voluntary Commitments’ follow-up were further elaborated by the General Assembly resolution 69/283 (2015):
“Commitments by relevant stakeholders are important in order to identify modalities of cooperation and to implement the present Framework. Those commitments should be specific and time-bound in order to support the development of partnerships at local, national, regional and global levels and the implementation of local and national disaster risk reduction strategies and plans. All stakeholders are encouraged to publicize their commitments and their fulfilment in support of the implementation of the present Framework, or of the national and local disaster risk management plans, through the website of the United Nations Office for Disaster Risk Reduction.”
To respond to the request from the General Assembly resolution, UNDRR has established an online platform as a mechanism to mobilize, monitor and take stock of commitments from multi-stakeholders for the implementation of the Sendai Framework until 2030.
A number of commitments were made before and during the WCDRR in 2015. You can find previously announced commitments by multistakeholders here (for reference, commitments previously announced by governments can be found here). In addition to new commitments, this platform also accepts submissions of previously announced commitments (revised, completed, in progress or still in plans to be implemented).

What is the purpose of the Sendai Voluntary Commitments platform?
The Sendai Framework Voluntary Commitments (SFVC) online platform serves to incentivize stakeholders to inform the public about their work, to provide a vehicle for sharing commitments and initiatives and for motivation toward the implementation of the Sendai Framework. In turn, UNDRR can monitor and take stock of the progress and impact.
The SFVC online platform is a useful tool to know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders.
Good practices and achievements will be highlighted through the online platform. A synthesis and analysis report for the SFVC will be launched at the biennium sessions of the Global Platform.
Who should use the Sendai Voluntary Commitments platform?
Multi-stakeholders working on DRR (civil society organizations, private sector, science and technology, media, etc.) can use this platform to submit initiatives or commitments and share their activities for implementation of the Sendai Framework with the international community. They can submit progress reports and share their achievements as well as deliverables to raise visibility.
Submissions of voluntary commitments should be made by individuals representing institutional entities.
For more information, please refer to the Guideline for VC submission.
Both public users and account holders can use this platform to search for voluntary commitments, and subscribe to receive notifications when commitments that match their interests are published on the SFVC online platform.
Who can use the special logo of Sendai Framework Voluntary Commitments?
The special logo for the Sendai Framework Voluntary Commitments (SFVC) can be used by entities which have successfully completed the registration and publishing of their VC in the SFVC online platform. For more information, please refer to the section for the usage of the special logo in our Guideline.
