Heralded as the “world’s biggest urban climate and energy initiative” by Commissioner Miguel Arias Cañete, the Covenant of Mayors for Climate and Energy is an initiative funded by the European Commission which brings together over 6,600 local and regional authorities voluntarily committed to implement the EU’s climate and energy objectives on their territory.
Participating local authorities are supported by the Covenant of Mayors Office (CoMO) which assists the commitment delivery, as well as facilitates the exchange of experience and good practices.
Signatories can also count on the support of a wide Community of actors, such as regions, provinces and national public authorities, as well as networks of local and regional public authorities, business-representative associations and other private or public entities, all willing to put their expertise at the service of Covenant Signatories.
The Covenant facilitates also research activities on fields of study related to the Covenant domains, offering researchers a space to disseminate their works and bring them closer to the Covenant community.
The Covenant of Mayors for Climate and Energy contributes to stimulating local governments’ resilience and capacity to respond to and reduce urban risks by engaging its signatory cities and communities in the threefold challenge of:
1) reducing their greenhouse gases emissions by at least 40% by 2030 mainly through improved local energy management based on efficiency measures, smart
integrated solutions and promotion of renewable energy;
2) improving their resilience by both mitigating and adapting to the impacts of climate change; and
3) sharing their vision, results, experience and know-how with fellow local and regional authorities within the EU and beyond through direct cooperation and peer-to-peer
exchange, building international partnerships with other regions of the world, in the context of the global Covenant of Mayors launched at COP21 by the European Commission.

The Sendai Framework Voluntary Commitments (SFVC) online platform allows stakeholders to inform the public about their work on DRR. The SFVC online platform is a useful toolto know who is doing what and where for the implementation of the Sendai Framework, which could foster potential collaboration among stakeholders. All stakeholders (private sector, civil society organizations, academia, media, local governments, etc.) working on DRR can submit their commitments and report on their progress and deliverables.
