Building Back Better After Disaster - launching of public space and memorial wall in PALU
The disaster rehabilitation programme in Palu City Indonesia was launched in October 2019 with the solidarity initiative under platform of UCLG Taskforce for Territorial prevention and management of crisis which is fully supported by Cities Unies France (CUF) in collaboration with UCLG ASPAC.
Description
The 2018 series of disasters call for immediate actions and the Indonesian Central Government declared a provincial-scale emergency that needs a build back better with the help of many disaster relief institutions. Assistances also came from outside Palu City, Central Sulawesi. Not only from Indonesia but also a solidarity initiative was launched under the platform of the United Cities and Local Governments (UCLG) Taskforce for Territorial prevention and management of the crisis. The initiative was a collective movement that was bringing needs from 45 local authorities in France, with the coordination of Cites Unies France (CUF). In 2019, the representatives of CUF and UCLG ASPAC visited Palu city and extended the fund with a total of USD 120,000 to support the rehabilitation and reconstruction process in Palu City, Indonesia.

What was your position before making this Voluntary Commitment / prior to the Sendai Framework?
The Earthquake, Tsunami, and Liquefaction disasters that happened in Palu City and its surrounding areas in Central Sulawesi back in 2018 have shocked us all. The devastating impact of the disaster has estimated a big economic loss and damages, damaging more than 100,000 houses and killing more than 4,000 people, the disaster has also made Palu city suffer a loss of approximately Rp. 23.14 trillion (USD 1.56 billion). The 2018 series of disasters call for immediate actions and the Indonesian Central Government declared a provincial-scale emergency that needs a build back better with the help of many disaster relief institutions. Assistances also came from outside Palu City, Central Sulawesi. Deliverables are the end-products of the initiative/commitment, which can include issuance of publications or knowledge products, outcomes of workshops, training programs, videos, links, photographs, etc.
The public space construction and the memorial wall will be the center of disaster mitigation for affected communities in Balaroa to learn from previous disasters and become a temporary assembly point in any emergency situation.
